Confluence Labels, Taxonomy and Search Quality Audit
Check whether labels and titles help people find pages.

[VERIFY] is an editorial flag, not a blank to fill. Wherever the prompt shows [VERIFY], check that item against a reliable source before you use it.
Audit Confluence labels and findability. List of labels with counts, top search terms and the pages found, and searches with no results: [LABEL_AND_SEARCH_DATA]. Do not guess how my instance is configured; ask a question or flag the point [VERIFY]. Method: export the label list, count pages per label, and merge variants by hand into a table of Old label, New label and Pages. Find labels used once, near-duplicates (policy and policies), labels with different meanings, pages with no labels, and search terms with no good result. Count and show percentages. Propose a small, documented taxonomy of about 30 labels in three groups: type (policy, how-to, decision, meeting, reference), topic (finance, hr, product, security) and status (draft, approved, deprecated), with rules for adding labels and who may create them [VERIFY]. Test with search: take the ten most common searches, record whether the right page appears in the top three, and fix titles or labels for those that fail. Show the arithmetic, for example 6 of 10 correct is 60 percent against a target of 80, and give title fixes for the top ten searches. Return a table and a plan.
