Draft release notes from these completed Azure DevOps work items: [WORK_ITEM_LIST]. Release name and date: [RELEASE]. Audience: [AUDIENCE]. Show work item ids in brackets: [SHOW_IDS].

Group items into New, Improved, Fixed and Known issues, ordered by user impact. Write each in one or two sentences from the user's view, in the same verb form throughout, in a neutral tone without marketing words, and rewrite internal component names into terms the audience knows. Where two work items describe the same change, merge them and mention both ids in a note to me. Leave out internal work and list what you left out. Flag titles too technical to translate and ask one question for each.

Add a short upgrade note if any item says a user action is needed. At the end give the numbers of items included and omitted so I can check that none were lost. If the audience is customers, avoid work item numbers and internal team names. If it is internal, keep the ids and add the owner team beside each item.
