Write a paper for [BOARD_OR_COMMITTEE]. Subject: [SUBJECT]. Recommendation sought: [RECOMMENDATION]. Background and evidence: [BACKGROUND]. Financial impact: [FINANCIAL_IMPACT]. Risks: [RISKS]. Structure: purpose; recommendation in the first paragraph; background; options considered; financial implications with arithmetic; risks and mitigations; consultation done; next steps; appendix list. Keep the main paper to two pages and use numbered paragraphs for reference. Use neutral wording, state confidence honestly, and avoid unsupported claims. Governance and legal requirements for papers differ and should be confirmed with the secretary or adviser [VERIFY]. List what is still unknown. Add a model of a one-page cover note summarising the decision required, the reason it is at this meeting and the deadline. Provide a checklist for the paper's author: financial figures checked by finance, risks reviewed, legal comment obtained where required, wording consistent with earlier papers, and approval from the sponsor before circulation. Include a template for recording the decision in the minutes with the exact wording of the resolution. Add a note on confidentiality markings and distribution lists, and on how to handle papers that include personal information. Offer a short introduction to the paper of 100 words for board members who read only that part, and a list of three questions the chair may ask, with brief answers. Remind the author to circulate the paper by the deadline stated in the governance rules, which they should confirm. Add a one-page template for the financial implications section: costs by year, funding source, assumptions, sensitivity to a ten percent change in the main cost, and who has reviewed the figures. Show any totals with arithmetic so members can follow them without a calculator. Add guidance on the tone of the recommendation, which should state the request plainly, give the single strongest reason, acknowledge the main objection fairly and set out what members are asked to note, approve or delegate.
