Audit the review process with data for the last 40 pull requests: lines changed, time to first review, time to merge, review rounds, number of reviewers, and whether checks failed first: [PR_DATA]. Our expectations: [EXPECTATIONS]. Size limit in lines: [SIZE_LIMIT].

Calculate the median and 90th percentile for time to first review and time to merge, the share over the size limit, and average review rounds, with arithmetic and sample sizes. Compare groups, for example under 100 lines, 100 to 400 and over 400. Illustration with invented numbers: small (under 100 lines) median time to merge 0.9 days (22 pull requests), medium 2.1 days (11), large 5.4 days (7); explain how to read it and that seven large pull requests are a small sample. Check for bottlenecks: if two people give 70 percent of reviews that is a risk; also time zones and late-in-day submissions.

Return a table, three hypotheses with tests, and working agreements to try for two weeks: first response within one working day, pull requests under 400 lines unless agreed, and a review rota. Do not compare individuals or use the data as a performance measure, and say what the data cannot show, such as review quality.
